WaterCan will only support projects
that emphasize community participation and decision-making in the planning,
construction, operation, and maintenance. Such an approach helps to foster a
sense of ownership by the community, adults and children alike, which in turn
increases the likelihood that the benefits of introduced water supply and sanitation
services will be sustained in the long-term. Moreover, for community participation
to be truly effective, it has to be inclusive, and must address issues of equity,
and barriers to poor people’s involvement such as gender and illiteracy.
